As Toynbee points out, corporate nursery chains favor affluent neighborhoods and avoid establishing operations in underprivileged areas. In contrast, childminders operate nationwide and can serve families anywhere. Their home-based operations with reduced expenses create pockets of affordability in disadvantaged communities. Furthermore, while nurseries maintain fixed schedules, childminders provide adaptable, comprehensive care ideal for shift workers. Unless we develop strategies to restore this crucial workforce—which has seen 75,000 practitioners disappear since the 1990s—the most vulnerable children will continue facing barriers to early childhood support, regardless of financial reforms.
